The story gathers around San Francisco Bay, where enormous Arks arrive through the Golden Gate carrying thousands of animals, young people, artificial intelligence, and the beginning of a new world government. Alcatraz, once a prison, becomes the center of the Light of Hope Sculptural Garden, a memorial where humans and animals stand together to force the old world to change.

The main characters include JOe, a brilliant and tender artificial intelligence; Maxwell Ng, the builder behind the Arks; Lilly Willow Tail, who carries Indigenous memory and treaty truth; Penelope Makeba, who helps build the great memorial; and five human witnesses: Makawee, Zhihao, Kibar, Lubanzi, and Huayna. A scarred shark named Gark, a chicken named Henrietta, crows, whales, dogs, tigers, and many other animals also become citizens of the new moral world.

The moral is simple: no one is saved alone. A civilization becomes worthy only when it protects children, animals, the Earth, and the vulnerable.
